OpenAI has officially opened its European headquarters in London's King's Cross, ending months of speculation about where the creator of ChatGPT would establish its continental base. The 40,000 square foot facility, spread across two floors of a converted Victorian warehouse, will house approximately 400 employees and serve as the company's primary hub for European operations, policy engagement, and research.

Why London Won

The competition for OpenAI's European headquarters was intense. Paris, backed by significant French government lobbying and the gravitational pull of the Mistral AI ecosystem, mounted a serious challenge. Berlin offered substantial public subsidies and proximity to Germany's industrial research base. Dublin offered tax advantages and existing US technology company infrastructure.

London won, sources close to the decision suggest, for a combination of reasons: access to the UK's exceptional AI research talent pool, the depth of the London financial services market — a key sector for OpenAI's enterprise products — English language operations, and a government that moved decisively to make a compelling offer.

"The UK government were frankly excellent to deal with," said a senior OpenAI executive who was involved in the decision. "They understood what we needed, they moved quickly, and they didn't try to impose conditions that would have made the operational model unworkable. That was genuinely differentiating."

The Impact on UK AI

OpenAI's physical presence in London is expected to have significant knock-on effects for the broader UK AI ecosystem. The company has committed to working with UK universities on research partnerships, participating in government AI safety initiatives, and creating a graduate hiring programme specifically targeting UK universities.
