The waiting rooms of London's most discreet wealth management firms have rarely been as busy. In the months since the government confirmed the abolition of the non-domicile tax regime and introduced significant changes to inheritance tax and capital gains treatment, private client advisers across the City report a surge in enquiries from high-net-worth clients actively considering their options.

The Destinations

The destinations of choice for those contemplating departure tell a clear story about what the global tax competition looks like. Dubai — with its zero personal income tax, business-friendly infrastructure, and world-class lifestyle offering — tops the list for many. Switzerland continues to attract those with more traditional preferences, while Italy's flat-tax regime for foreign income has made it an increasingly popular destination for wealthy individuals with European cultural ties. Malta and Portugal feature in conversations involving clients seeking EU residency alongside favourable tax treatment.

Who Is Considering Leaving

The profile of those considering departure is notably broader than the foreign-born non-doms who dominated previous waves of wealth migration. UK-born entrepreneurs who have built substantial businesses, senior finance professionals with seven-figure annual incomes, and property investors facing large capital gains tax bills on sales are all represented in the enquiry data.

"We're seeing conversations we've never had before," said one senior partner at a London private client law firm who asked not to be named. "UK-born, UK-bred clients who genuinely love this country are doing the maths and concluding that the tax environment has tipped past the point where they feel it's reasonable. That's a significant shift."

The Counterargument

Not everyone is convinced that the departures will materialise at scale. Research by the Institute for Fiscal Studies suggests that the actual number of non-doms who change their fiscal residency in response to regime changes is consistently lower than the warnings from the wealth management industry suggest. The barriers to genuine relocation — family ties, business interests, cultural affinity — are substantial, and the gap between enquiry and action is wide.
