The statistics are stark. One in five retail units on British high streets now sits vacant, according to the latest data from the British Retail Consortium. Town centre footfall is down 23% compared to pre-pandemic levels. In 2025 alone, 9,400 chain store outlets closed — an average of 26 per day.

The Causes

The structural forces driving the decline of the British high street are well understood, if not well addressed. The shift to online retail, accelerated by the pandemic, has permanently altered consumer behaviour. Business rates — the property tax levied on commercial premises — create a cost disadvantage for physical retailers that online competitors do not face. Changing work patterns have reduced the lunchtime footfall that sustained many town centre food and drink operators.

Who Is Still Winning

Not every retailer is struggling. Several segments continue to demonstrate resilience that challenges the narrative of universal decline. Independent retailers, particularly those offering experiences, expertise, or products that are difficult to replicate online, have generally fared better than predicted. Premium grocery, wellness, and leisure concepts continue to attract significant footfall.

The most successful high streets — a list that includes Bath, Harrogate, and York as well as expected London hotspots — are those that have evolved from purely transactional shopping destinations to lifestyle and leisure environments. The mix of independent restaurants, fitness studios, experience retail, and cultural venues that characterises these locations reflects a coherent theory of what the physical retail environment can offer that the internet cannot.

The Conversion Question

For struggling town centres, the most frequently discussed solution is conversion: turning vacant retail units into housing, co-working spaces, urban logistics facilities, or community uses. Several local authorities have pioneered creative approaches, converting former department stores into mixed-use developments that combine residential units with ground-floor activation.
