Hydrogen is the simplest element in the universe. It is also, in the estimation of a growing number of governments, industrial companies, and energy investors, the key to decarbonising the sectors that wind and solar power cannot reach: heavy industry, shipping, long-haul aviation, and grid-scale energy storage.

Britain is making a significant bet on this view. Government commitments, combined with announced private sector investments, add up to over £10 billion of hydrogen-related activity in the UK over the next five years — a figure that, while modest by comparison with the US Inflation Reduction Act's hydrogen provisions, represents a serious industrial policy commitment.

The Saltend Chemicals Park

At Saltend Chemicals Park on the Humber estuary, the largest industrial hydrogen project in Britain is taking shape. The Humber Zero initiative — a joint venture between BP, Equinor, and a consortium of local industrial companies — is developing hydrogen production facilities that will supply decarbonised fuel to the cluster of chemical, steel, and manufacturing facilities that make the Humber one of Britain's most carbon-intensive industrial regions.

The Technology Debate

The central debate in hydrogen policy is between green hydrogen — produced by electrolysing water using renewable electricity — and blue hydrogen, produced from natural gas with carbon capture and storage. Green hydrogen has better long-term credentials but currently costs significantly more to produce. Blue hydrogen can be produced at scale and at cost using existing infrastructure but depends on the unproven deployment of carbon capture at commercial scale.

The Aviation Application

Britain's aerospace sector has made hydrogen a central element of its decarbonisation strategy. Rolls-Royce has demonstrated successful hydrogen combustion in a jet engine, and several British airlines have committed to operating hydrogen-powered aircraft on short-haul routes by 2035.
