Britain's Crypto Regulation: The Framework That Could Make London the World's Digital Asset Capital — The Great British News

After three years of consultation, multiple Treasury papers, and intense industry lobbying, Britain has finally published its comprehensive cryptocurrency and digital asset regulatory framework. The document, running to 340 pages, sets out licensing requirements, consumer protection standards, stablecoin rules, and a pathway for institutional adoption of digital assets that industry observers describe as among the most sophisticated in the world.

The Key Elements

The framework establishes a new category of Financial Conduct Authority-regulated entity: the Digital Asset Firm. Firms seeking this status must meet capital requirements, demonstrate robust custody arrangements, implement anti-money laundering systems to bank-grade standards, and satisfy the FCA's fitness and propriety tests for senior management.

Stablecoins receive particular attention. Sterling-backed stablecoins issued by FCA-regulated firms will be recognised as a legal means of payment, a provision that could accelerate their adoption in retail payments and cross-border settlements. Foreign-issued stablecoins will be permitted to operate in the UK under an equivalence regime.

Industry Reaction

The reception from the crypto industry has been broadly positive, though some participants have expressed concern about the capital requirements for smaller firms. The larger exchanges and institutional players — many of which were already operating to these standards in anticipation of regulation — have welcomed the clarity.

"This is the framework that responsible businesses in this space have been asking for for years," said Dr. Marcus Webb of the UK Crypto Assets Forum. "It distinguishes between serious operators and bad actors in a way that previous guidance never did. The opportunity for London to become the global digital asset hub is very real."
